Despite global trends and the proximity of the climate-aware EU, regularly seeking to raise the issue in the European neighbourhood, Minsk remains apathetic to the challenge of climate change. This research explores the underlying reasons for this, including in the light of the COVID-19 pandemic. In particular, we ask, what do ordinary Belarusians think about climate change? What are their perceptions of their government’s climate policy and how closely does this map onto the reality?
